The Clerk of the Assembly is appointed in accordance with Section 13 of the County Governments Act, 2012.
Section 13 (3) reads, “The functions and powers of a Clerk of Parliament shall with necessary modifications be the functions and powers of the clerk of a county assembly.”
This therefore means as the Clerk, I perform a number of functions as stipulated in several other pieces of legislation, including the Public Finance Management Act, the Kakamega County Assembly Service Act, and the Kakamega County Assembly Standing Orders.
The Clerk is the Secretary to the County Assembly Service Board (CASB) and also the Chief Executive Officer of the County Assembly.
“As the Secretary to the CASB, I am responsible for implementation of all policy decisions of the CASB.
As the CEO of the Kakamega County Assembly, I execute the following duties;” he says.
