COMMITTEES GRILL CECs AND CHIEF OFFICERS ON SUPPLEMENTARY BUDGET ESTIMATES

Sectoral Committees continued with the interrogation of the County Executive Committee (CEC) members and top officials on the Supplementary Budget Estimates for the Financial Year 2018/19.

The Committees are scheduled to conclude the exercise this week and come up with reports that will be presented in the house before the Supplementary Budget estimates are tabled soon for deliberation by members.

The Budget and Appropriations committee held a joint session with the ICT, e-Government and Communication committee to interrogate the CEC of that docket, Dr. George Akolo Lutomia, Chief Officer Eugene Milimo and top officials from the department.

In its supplementary budget estimates proposal, the department has increased the budget by Ksh. 54 million from the approved budget of Ksh. 145 million to Ksh. 199 million (revised estimates) to implement County connectivity and Entrepreneurship Resource Plan (ERP), a specific software used to automate management functions related to technology, service and human resource.

We have increased the allocations for the two programs to be able to fully implement them in this financial year.  We want to ensure that digital communication add value to public service delivery to keep citizenry informed by creating platforms for interaction, sharing of information and getting feedback from Wananchi,” Dr. Lutomia told the Committee.

The Budget and Appropriations committee is chaired by Hon. Willis Opuka while that of ICT, e-Government and Communication is chaired by Hon. Kennedy Kilakwe.

At the same time, the Committee on Health Services interrogated Health CEC, Rachel Okumu who was accompanied by top officials from the department.

Mrs. Okumu told the committee that her department is proposing re-allocation of some funds from the approved estimates to revised estimates to implement specific functions.

The department requires a total of Ksh. 102,996,000 million in its revised budget to implement several programs that include: (1) school feeding programmes, (2) completion of the construction of Shamakhubu and Mumias West Sub- County Hospitals, expansion works for County General Hospital (CGH), construction works at the CGH mortuary, Construction of Doctors flats and rehabilitation of CGH.

The Committee is chaired by Hon. Lucas Radoli.

The Assembly has 11 sectoral committees that oversight corresponding departments in the county executive.
