KAKAMEGA TO HOST HIGH LEVEL SUMMIT ON DEVELOPMENT

Kakamega County has been nominated to host the first Sub – National Governments High Level Summit(HLS)Partnership for Effective Development Cooperation as from 28th September to 1st October, 2021.
This is a national summit with global input originating from high level forums and high level meetings that have been taking place globally.
According to the summit Director, Dr. Joseph Amunga Ochieng’, the last High Level Summit took place in Kenya and was hosted by the government in 2016.
It was through the summit that the Nairobi Outcome Document was made, which outlined that respective achievements from the global forums be brought and owned at the country level before the next high level meeting scheduled for November, 2022.
“We have decided that we have our own national summit before we go for the global one. Kakamega was nominated basing on its great achievements in terms of development and the summit will focus on counties, citizens and coordination,” explained Dr. Amunga.
Dr. Amunga was speaking on Monday morning when he led High Level Summit delegation in paying a courtesy call to the Speaker of Kakamega County Assembly, Hon.Morris Buluma.
The team has been received and allocated an office at the County Headquarters by H.E The Governor, Wycliffe Oparanya, where the summit coordinating secretariat will be operating from for the next one year.
High level delegates are expected to attend among them; development working group consisting of development partners, High Commissioners from different Embassies and many other people.
The Director further disclosed that the summit will have a public participation aspect that will involve ordinary citizens (citizen ambassadors) from ever electoral Ward and that at the end of the summit, it is expected that there will be national commitment to the principles of; participation, equality, ownership, proficiency, leadership and empowerment in development.
Another expected outcome will be collective action for results enhancement integrated unit strategic plan.
“This will be a 3 year plan of development project identified from each Ward, which development partners who will be attending the summit will commit themselves to fund for the 3 years as a show of commitment in realization of Sustainable Development Goals (SDGs) as we showcase our devolution achievements as counties,” said Dr. Amunga.
He added that going onwards; there will a coordination framework that will be coordinating effective development cooperation activities at a sub – national governments level.
As a sign of showing solidarity in fighting the current covid-19 pandemic, the delegation donated 10,000 surgical masks that will be distributed to all Members of County Assembly (MCAs) as well as staff.
Earlier on, a total of 150,000 similar masks were given to the office of the Governor by the organization.
Still,  the HLS intends to have a household economy recovery initiative for the post-covid-19 that will only target women- headed households.
While receiving the donation, the Speaker thanked the delegation for choosing Kakamega County as the host of this important event.
“We are much willing to market you and being the first county to have the Public Participation Act in the country, we can apply the Kakamega County Public Participation Act to support the summit,” Hon. Buluma said.
