County government of Kakamega constitutes; the County Executive and the County Assembly. The Assembly is the Legislative Arm of the Kakamega County Government and draws its Mandate and Authority from the provisions of Articles 176 and 185 of the Constitution.
The Powers are provided in Articles 191 and 192, and in the Fourth Schedule of the Constitution of Kenya and the County Governments Act of 2012.
Counties are Geographical units envisioned by the 2010 Constitution of Kenya as the units of Devolved Units. Kakamega County Assembly is one of the 47 Devolved Units.
Location: It is located in Western Kenya bordering Bungoma to the North, Trans Nzoia to the North East, Uasin Gishu and Nandi Counties to the East, Vihiga to the South, Siaya to the South West and Busia to the West.
Area (Km2): 3,224.9 km2.
The County Assembly of Kakamega is the Second largest County Assembly in Kenya after the Nairobi City County Assembly.
The Assembly has a total of eighty nine (89) Members of County Assembly (MCAs); sixty (60) directly elected and twenty nine nominated members by respective political parties in accordance with Article 177 of the Kenyan Constitution.
Of the twenty nine (29) nominated members, there are two to represent the youth; the other two represent marginalized groups in the County and two more represent the disabled.
The Assembly has one major Coalition – National Super Alliance (NASA). NASA has three affiliate parties namely Orange Democratic Party (ODM), Amani National Congress (ANC), Ford- Kenya and Chama Cha Mashinani (CCM). ODM is the majority party with 48 Members while ANC Party, which is the minority party with 29 members, Ford- Kenya has 4 members and CCM one member.
Other parties include United Democratic Party (UDP) has 4 members, Jubilee party has 2 members and one independent member.
NASA, which is a registered coalition has five political parties namely Orange Democratic Movement (ODM), Ford – K, Amani National Congress (AMANI), Wiper Movement and Chama Cha Mashinani (CCM)
Hon. Joel Otwoma Ongoro is the Leader of Majority while Hon. David Ndakwa is the. Leader of Minority.
Hon. Morris Indakwa Buluma is the Speaker while Mr. Patrick W. Kamwessar is the Clerk of the Assembly.
