ASSEMBLY COMMITTEES KICK OFF WITH SUPPLEMENTARY BUDGET

Members of Budget & Appropriations, Finance, Economic Planning and  ICT together with Liaison Committees have been inducted on budget making process as they reviewed the County Supplementary Budget for the FY 2022/2023.
During a two day workshop which was officially opened  on Thursday by the Rt. Hon. James Namatsi, Speaker of the County Assembly, members were urged to be keen and and more active in the budget making process.
“Let us be keen on matters budget in order to attain and maintain the desired level of economic performance that will enable us safeguard the public money and ensure that it is utilized in an efficient and effective way and in accordance with laid down laws and rules,” said Hon. Namatsi.
Among areas covered were; identification of sector priorities, preparation and consolidation of the budget estimates by the County Executive by   debating, amending the budget estimates by the County Assembly.
Mr. David Kulova, County Budget Officer together with other experts from the Executive took members through the process to help them understand what entails: Departmental Fiscal Performance, Fiscal Policy and Budget Framework, Medium Term Expenditure Framework, County Resource Envelop, Expenditure Ceilings among others.
The county legislators, however, raised a concern on the slow pace at which some projects were being implemented thus making the electorates unable to see the value of resources allocated on the projects.
The Budget and Appropriations Committee Chairperson, Hon. Gildon Shioso urged all stakeholders to remain focused as they engage the public through public participation and urged the new county government to implement whatever that had been budgeted. His sentiments were echoed by the Finance Committee Chairperson Hon. Boniface Osanga.
This comes immediately after a rigorous induction of Members of County Assembly (MCAs) on how committees have to execute their mandate.
