Mr. Daniel Were – Principal Legal CounselMr. Daniel Were – Principal Legal Counsel

He is a holder of Bachelor of Laws Degree from Moi University and an advocate of the High Court of Kenya and other Courts. Mr. Were holds a Diploma from the Kenya School of Law. He also holds a Certificate in Environmental impact assessment and Environmental Audit.

The department was established in December 2014 with jurisdictional mandate to handle all legal issues pertaining to Kakamega County Assembly including but not limited to:

  1. Drafting of bills, regulations, vellums, codes and amendments thereto.
  2. Interpretation of the Law in general and particularly the constitution, Acts, Bills, Regulations and Codes.
  3. Providing legal advice to the County Assembly committees, the Speaker, the County Assembly Service Board, individual members and the Clerk to the County Assembly.
  4. Ensuring that Bills passed in the County Assembly comply with the Constitution and other laws.
  5. Ensuring publication of Bills and gazettement of Acts in the Kenya Gazette.
  6. Litigation, conveyancing, among others.

The Legal office has provided a myriad of Legal counsel to various Assembly stakeholders and undertakes litigation of various court cases affecting the County Assembly.

Through the cooperation of the legal department and other stakeholders, the Legal office has facilitated the passing of several Bills into Law and scrutinized codes and regulations including the following:
