GOVERNOR BARASA ADDRESSES THE HOUSE AS THE NEW CLERK IS SWORN-IN

Members of the Kakamega County Assembly (MCAs) witnessed the swearing in of Dr. Donald Keya Manyala as the third Clerk Assembly on Tuesday afternoon during a session that coincided with the Governor’s state of the County address. Dr. Keya takes over from his predecessor CPA Laban Atemba who had replaced Mr. Patrick Wafula Kamwessar. This historic event was later followed by H.E Governor FCPA Fernandes Barasa address to the Assembly during the resumption of the House sittings after the long recess. MCAs have been on recess since early December, 2023. In his keynote address, the Governor congratulated the new Clerk and assured him full support while discharging his mandate at the Assembly. He acknowledged the co-existence of mutual working relationship between the two arms of government and applauded the unwavering support from the County Assembly that has enabled his government achieve part of the six agenda points that he promised county residents when he assumed office. The Governor hinted that more functions are to devolved further to counties and reaffirmed his commitment in ensuring that electorates are well-served. “Soon repair and maintenance of specialized medical equipment will be done by counties…..and this calls for more revenue…..,”he stated. The county boss added that the County Finance Act, 2023 and The County Valuation and Rating Act, 2023 will help the county realize its Own Source Revenue target of the current financial year (2023/2024). The Speaker, Hon.James Namatsi presided over the session and welcome members back to the third session wishing them a productive session.
