Rt. Hon. Morris Indakwa Buluma, MBS, EGJ  – Speaker of the County Assembly


Born on 23rd February, 1969, Hon. Buluma Morris Indakwa is the Speaker of the County Assembly of Kakamega. The speaker is the chairperson of the speaker’s panel, County Assembly Service Board (CASB). He also chairs the following Committees; House Business Committee, Appointment, Powers & Priviledges, Procedure and Rules.

Educational Background.

He hold a Postgraduate Diploma in Law and a Bachelor of Laws, Second Class Honors (Upper Division) from the University of Nairobi, Parklands Campus, Faculty of Law.

Previous Positions Held.

Hon. Buluma worked as Legal Assistant between November, 1993 and September, 1994  at Onyinkwa & company Advocates before joining Nyairo & company Advocates between September to December 1995 in the same capacity.

In September 1996 to December 2000, he worked as a partner at Omollo & Buluma Company Advocates and in 2001 to date, he has worked as a partner at Buluma & company Advocates.

From 1998 to 2002, he served as the vice chairman, Law Society of Kenya North Rift Branch.

Between 2000 and March 2004, Hon. Buluma was the Director, Eldoret Water & Sanitation Company Limited.

He also worked as the chairman, Law Society of Kenya North Rift Branch and oversaw all the activist of the branch that covers Uasin Gishu, Baringo, Nandi, Trans-Nzoia, Turkana and West Pokot Counties between May 2004 and December 2005.

In March 2008 to March 2010, he was a Council member to the Law Society of Kenya where he was elected by all Advocates in Kenya to serve as an Upcountry Representative. He also served in the International Law Committee.

Between 2003 and 2009, Hon. Buluma was a member Industrial Property Tribunal which entailed hearing disputes arising out of Intellectual Property Rights and writing rulings and judgments.

He was an Executive Member of the Federation of East Africa Law Students Association (FEALSA) – 1990 to 1993.
